With the legislative session winding to a close, coiffed patrons milled about the patio at Chops, a fashionable venue for political fundraisers across L Street from the Capitol.

Thursday’s event was to bolster the standing of Sen. Richard Pan, D-Sacramento, who is facing a recall attempt over his bill requiring school vaccinations.

Hosted by the William Jefferson Clinton Democratic Club, the “Stand with Pan” benefit also listed several “sponsors,” including the California Medical Association, Personal Insurance Federation, Dart Container and Comcast.

But with the Senate under a self-imposed ban on many political donations, could Pan be disciplined for accepting contributions from the usual Chops crowd – corporations that employ lobbyists?

Not a chance, Pan stressed. Asked about it on Friday, Pan said he didn’t consider “Stand with Pan” to be a fundraiser.

“It was really more of a rally,” he said.

Drug companies donated millions to California lawmakers before vaccine debate


Industry gave more than $2 million to current lawmakers in 2013-14
Opponents of SB 277 link supporters to pharmaceutical donations
Drug companies report no involvement in vaccine legislation

Other legislation has a more direct bearing on the industry, and it is an active political player. Pharmaceutical companies and their trade groups gave more than $2 million to current members of the Legislature in 2013-2014, about 2 percent of the total raised, records show. Nine of the top 20 recipients are either legislative leaders or serve on either the Assembly or Senate health committees. Receiving more than $95,000, the top recipient of industry campaign cash is Sen. Richard Pan, a Sacramento Democrat and doctor who is carrying the vaccine bill.

In addition, the industry donated more than $500,000 to outside campaign spending groups that helped elect some current members last year.

Leading pharmaceutical companies also spent nearly $3 million more during the 2013-2014 legislative session lobbying the Legislature, the governor, the state pharmacists’ board and other agencies, according to state filings.

"THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

SECTION 1. Section 1596.7995 is added to the Health and Safety Code, to read:

1596.7995. (a) (1) Commencing September 1, 2016, a person shall not be employed or volunteer at a day care center if he or she has not been immunized against influenza, pertussis, and measles. Each employee and volunteer shall receive an influenza vaccination between August 1 and December 1 of each year."

The Latest on Legislature

The California Assembly has approved a bill that would prohibit adults who have not been vaccinated against certain diseases from working or volunteering at day care centers.

The Assembly voted 50-10 on Tuesday to send SB792 back to the Senate for final approval.

The bill by Democratic Sen. Tony Mendoza of Artesia would require day care centers and homes to maintain immunization records proving their workers and volunteers have been vaccinated for the flu, pertussis and the measles.

Day care workers who are unable to be vaccinated for medical reasons would be exempt.

Democratic Assemblyman Ian Calderon of Whittier says immunizations are needed to maintain community immunity now that California has enacted one of the nation's strictest vaccination laws for schoolchildren.

California day care workers are already screened for tuberculosis.

...As a side note, the MSJ has learned that Mendoza has received more than $161,000 in campaign donations from pharmaceutical and health care companies, the likes of which include Eli Lilly ($14,500); chief lobbyist for SB 277 and advisors to Sens. Pan and Allen, California Medical Association ($23,600); Super Pac PHRMA, which is comprised primarily of vaccine manufacturers ($10,640), and California Association of Psychiatric Technicians ($25,200).

Mendoza’s largest campaign contributor is the California Democratic Party at $289,844. California democrats are leading the charge against medical freedom in California, as SB 792 and SB 277 are just two in a handful of democratic-sponsored bills currently making their way through Sacramento.

This bill included preschools when it started out. Watch it be expanded in the future to match SB277 (all daycare, preschool, public and private K-12 schools) unless overturned.

AAP calls for mandatory flu vaccines for children, health care workers


HealthDay News — All eligible children and health care workers should receive influenza vaccination, according to new policy statements from the American Academy of Pediatrics (AAP). The policy statements were published online Sept. 7 in Pediatrics.

The AAP recommends that annual influenza vaccination should be given to all people 6 months of age and older. Children aged 6 months to 8 years require two doses this flu season if they have received less than two doses of flu vaccine before July 2015. Flu vaccination is recommended for all people who have contact with children younger than 5 years of age and children with high-risk conditions.

"Employees of health care institutions have an ethical and professional obligation to act in the best interest of their patients' health," Henry Bernstein, DO, author of both policy statements, said in an AAP news release. "For the prevention and control of influenza, we must continue to put the health and safety of the patient first."

In the 2013-14 flu season, 75% of U.S. health care workers received flu vaccinations, well below the Healthy People 2020 target of 90%. Voluntary programs are less effective than mandatory programs, which can achieve health care worker vaccination rates higher than 94%, according to the AAP, which repeated its call for mandatory vaccination for health workers nationwide.
