What would I do if a kid brought me that clock when I was teaching?

First if all, if you have a caring bone in your body and are paying attention, you know what kind of kid he is. You already have a clue if he has sketchy behavior in some way. This goes for most if not all of your students.

Secondly, I would be curious about how he made it just out of interest. I'd ask him questions and not because he was Ahmed or John or Susie. I'd ask because I would think it ingenious to take it on himself to do it. I know many people who are tinkerers. They were always taking everything apart and fixing things.

These people are bigoted, scared dolts. All kids want to be noticed and are eager to show what they can do. Many are apprehensive no matter what it is. Just listen to them and talk to them. It can make a great deal of difference and you can learn a lot too.

if it was a bomb this boy would not have shown it to his teacher. The teacher saying don't let the other teachers see it told a lot.
