Confederate Battle Flag is no longer part of the City of Winchester's official seal (VA)

After months of deliberation about how to mitigate problems with the Confederate Battle Flag on Winchester's city seal, City Council has finally come to an agreemen. Council voted 6-3, in favor of replacing the battle flag on the seal with something they think will represent the city in a more favorable light. Now, every Tuesday, the council will make its important decision beneath a seal on the wall that depicts a Confederate Government flag, otherwise known as the "Stars and Bars" ... "We anticipate <that> it'll cost around $15,000 to make the changes that we need to, but again that is not new money, that was already budgeted for things like new uniforms for police and fire" ...

So they're removing the Confederate battle flag and inserting a confederate 'government' flag..do I have that right? WTF?
