God forbid, say you are in some public place and gun shots ring out right behind you.

And then from the corner of your eye, you see a person--not wearing any sort of uniform or badge--pull out his gun and point it in your general direction.

Are you going to:

A) Breathe a nice sigh of relief, because a good guy with a gun and a CC permit has come to save the day

or

B) Freak out even further because there's someone else with a gun and he's going to start shooting at something and you don't know why

My money's on B being the more likely reaction.

And if it is the "good guy" from scenario A, you better pray to God that he's got good aim.

people to never stand still in such situations. He said its harder to shoot someone running and that you might get shot but that not all gun shot wounds are fatal. He said there is more of a chance of being fatally shot if you're standing still.

gun around. Today we have much better killing weapons available to just about anyone who would do a mass killing.

You've only a bare instant to guess whether this second person pulling their weapon is a good guy with a gun, or another bad guy with a gun. Should your guess be wrong, the results will be tragic.

This sort of danger and difficulty posed to law enforcement officers by the increasing popularity of concealed carry is my greatest concern about the phenomenon.
