Francis can fire Vigano because he serves at the pleasure of the Vatican i.e. the pope. What would be the eclessiastical case for excommunicating Rick Santelli. It just isn't done at the whim of the Pope or a bishop. It's my understanding that Martin Luther was never formally excommunicated because they could never serve the papers.
