4. Not likely. Signal jamming is an electronic warfare attack, and an act of war.

If there was such an attack on US systems, the source would be fairly easily identified--not to mention obvious, as Russia would be the only party with such capability.

Basically, Russia would be committing an act of war against US forces for very little gain.
