Violent crime rates soared after Baltimore and Ferguson. From what I gather on Twitter, they aren't willing to take the risk. Easier to just pretend to investigate, arrest nobody and shove it into the unsolved case files.

There really isn't any way to prove how diligently each individual officer is policing crime, so there is no easy solution. Body cameras are a good start though.
