Cop drives his car into suspect fleeing by foot - "It was an accident!"

Danan Gabaldon was a suspect on the run and evaded police for 10 days after committing a crime.
The cops immobilized his vehicle at an intersection and immediately opened fire, even though he was unarmed.
He escaped and fled by foot. One of the cops hopped into his car, caught up and plowed directly into Gabaldon, sending him flying. (He later said, it was an accident: He tried to cut off Gabaldon.)
Then the cop hopped onto Gabaldon and repeatedly tased him in the head while beating him up. The cop didn't even notice that he was also accidently tasing another cop.
Please take a guess whether running a suspect over was ruled "justified" by the PD.

Yeah, the cops were pissed that it took them so long to finally get him. But maybe letting the instinct to kill take over isn't the way cops are supposed to behave. You know, with all this "protecting" and "upholding the law" thing.
