About the House Speaker

After Ezra Klein suggested Mitt Romney, my husband and I were thinking, 'Good joke!'--he's not even in the House! I just heard that Newt is willing to become House Speaker. So I did some checking. It is not a requirement in the Constitution for the Speaker of the House to be an elected member of Congress. Here is what I was reading:

https://en.wikipedia.org/wiki/Speaker_of_the_United_States_House_of_Representatives

Does this mean that if the Repubs figure it out, they can bring someone in? And keep in mind that the Speaker is 2nd in line of succession for the presidency. Scary!
