...used all the non-violent tools at its disposal, this occupation could be ended fairly quickly, without bloodshed.

Barricade the place. Use heavy equipment to place barriers that can't be crossed by 4WDs. Nobody goes in or out. Assess a daily fine on each individual that can be identified and let their families know that the fines will be collected. Freeze their bank accounts and place liens against their assets. Shut down their cell phones. Disconnect the landlines and electrical power.

The message to send to the occupiers is simple: we're not going to turn you into martyrs, but you can despair of living any kind of a normal life if you're going to be committing crimes like this.

Oh yeah, and let the occupiers know that there are opportunities (but only a few) to rat out others in the occupation and get leniency.
