To satisfy the secessionists, southern states and the GOP restoring the Articles of Confederation. That way the states could do what they want. And Congressional laws would only be voluntary and advisory. These states rights advocates could even reinstate slavery if they wanted locally. They could have their own parks and infrastructure.

Now if disaster hits they could fund and fix the damage themselves. I am sure that would make Missouri and Texas happy. You could even have open gun laws in some states and strict laws in others. It would be like wet and dry states before Prohibition.
