Trump. Nothing is working, so they can create more bad Trump press by saying they will vote on this.
They will not vote for this. It will create overseas media that they don't like Trump either.
When they don't vote for this, you'll understand why I believe this is why they're doing it. To help the U.S. stop Trump, but they cannot really vote to do this.

Parliament has to consider any petition that receives 100,00 signatures.
The petition to keep Trump out of the UK has received nearly six times that so far.
