2. A deadline with some teeth

24 hours to surrender. Then at 24 hrs and one second, tear gas, followed by the necessary force to remove them and haul them off to jail.

Cut off access. No one in. No one out unless they surrender. Call a Grand Jury and get some damn indictments so when they mosey out you can slap the cuffs on them. No more food in either. Nothing.

If they get violent, then dial it up at that point.
