The FBi or law enforcement pulled over two SUVs on a mountain road and the people in the white SUV did not want to get out of the vehicle. After a short time, they sped off and ran into a road block, which they then had to run off the road into a snow bank to avoid hitting them. The victim finally got out of the vehicle and moved off the side with his hands in the air. It appeared he reached into his belt or waist area for a weapon and was then shot dead.

That is what it looked like to me.

3. Exiting your vehicle in those circumstances...

... was idiotic. I suspect he got out and moved away with his hands up until he was clear of the vehicle to get his passengers out of the line of fire (someone said there was a teenager in the vehicle but I don't know if that's true). Once he was 20 or so steps away, he went for his weapon to confront the LEO in front of him. He didn't count on the agent positioned in the trees behind him.
