is to only allow donations to candidates from their constituents. No outside money to finance their campaigns.
They can only take money from the people they directly represent. No exceptions to the rule.

we have now.
I suppose you also have to be careful about, say, Sam Walton giving Wal-Mart Managers bonuses with the expectation that half will be donated to the Republican candidates of his choice (representing their districts).
