Legal implications of Flint for Governor Snyder.

Given all that's come out about Snyder's response to the Flint water crisis and his subsequent inattention is there a possibility of a legal suit against him?
I mean could we see a win where he not only has to pay damages but has his wages garnished, like in child support, so that native Michiganders don't have to pay the entire tax penalty because of Snyder's action? I would like to see his wage garnished at least 30% to pay for all the medical care and special education these children may need in their childhood and likely for the rest of their lives.

...for actions and decisions in office. The only real accountability is removal from office. A civil suit against State Govt may pay off, but a civil suit against Snyders personal assets would get tossed out of court.

Otherwise, who would run for office? Mistaken judgments are widespread.

I know, it sounds like I'm overstepping but he OWES those people a portion of his money as his actions were made with full knowledge of the consequences.
