The people who benefit the most are those making more than the old mininum wage to slightly more than the new wage. There aren't very many people literally making the Federal minimum wage; it's the people making somewhat more than that who get the most benefit.

Including many, many businesses. A large number of businesses will not, and they should receive assistance if it is a legitimate hardship.
