2. Because of gerrymandering, the House no longer reflects the will of the people.

We cannot allow this to be the case after the 2020 Census. Democrats must organize in an effort to take back more state houses. This is where the Koch network concentrates it's efforts and have been very successful. We must organize and fund a like effort. As long as the Republicans gerrymander the House out of our hands, their will be no progressive agenda.

2020 will be a presidential election year which drives up voter turnout, but we have to stop dropping the ball on the midterms and the state and local elections you mention.It is crazy that one feels safe to assume that the House of Representatives will stay the same when every seat is on the ballot.
