Mayor Rahm Emanuel suffered a rare and embarrassing defeat Friday when a joint City Council committee voted to license and fingerprint ride-hailing drivers over the mayor’s strenuous objections.

Transportation Committee Chairman Anthony Beale (9th) vowed to continue negotiations up until Wednesday’s City Council meeting in an attempt to forge an elusive compromise over his demand that Uber and Lyft drivers be fingerprinted to improve public safety.

“This is not a fight between me and the mayor. I work very close with the mayor. I’m gonna continue to work close with the mayor. This was about consumer protection as well as making sure that Uber and Lyft provide transportation to the disabled community,” Beale said Friday.

Until that time, Emanuel, whose brother is an Uber investor, had steadfastly opposed licensing on grounds that it would deny consumers the transportation choices they demand and leave riders on Chicago’s South and West sides under-served by the taxicab industry high and dry.
