John Koskinen IRS Commissioner now has no choice,

but to release trump's tax records. Director Comey has qualified the policy of not releasing investigation information on on going investigation because of public interest. So, to go forward and be transparent, Koskinen needs to release these records about trump's taxes because of public interest.
