The time of your post appears correct to me - but I have the time zone set under my account.

in the "My Account" tab. There's a place to set it properly. Mine was off after the "reset" too.

SQL injection is a well known issue, although PHP injection is also possible. This site is running PHP, although it would not surprise me if there was a SQL database to store everything.
Blocking special characters could be one way to sanitize data inputs. Its probably the easiest to implement, although not the best (as it restricts what somebody can enter)
