First anticipated act of proposed Secretary of State Rudolph Giuliani:

Invade Cuba to "rescue" Elian Gonzalez.

Giuliani was really pissed that Bill Clinton made him return the kid whom Giuliani was going to use as a prop to ring in the New Year at Times Square.
