When will we be able to read the Presidential Daily Briefings that Benito Cheetoh is waving off?

What will be necessary for us to have access to them?

the government declassifies them. The one Bush blew off before 9/11 didn't come to light until its existence was leaked in 2002, and its contents weren't known until it was declassified and released to the 9/11 Commission in 2004.
