I guess it might fall under the same rules as other espionage activities? I mean if you were to sneak into Putins office and photograph a bunch of documents vs. lift a bunch of documents of his government owned website - there's no real difference is there?

That said Espionage doesn't usually lead to war because both sides don't usually want to broadcast their successes or failures.

doesn't really care about what to do next.

Is Russia hacking DNC emails an act worth going to war over?

Are we going to just suck up their "act of war" because we likely do tons of the same things?

I don't believe there is a relevant connection between believing or not believing state-sponsored hacking to be an act of war and the wholly different narrative you inserted as to whether "we" are ready to go to war. A thing is either an act of war or it is not.

systems or infrastructure? Alter events such as influencing an election?

I'd say gathering intelligence isn't an act of war but the rest of it is. An example of an act of war would be Stuxnet. https://en.m.wikipedia.org/wiki/Stuxnet

- Stealing data is espionage.
- Rigging an election - probably
- Melting down a nuclear plant or destroying the power grid - definitely.
