It could be Bolton. Could be Haas. Could be Corker. Could be Petraeus. Could be someone out of left field. I don't know.
She and Bannon both think most republicans have become democrat-lite. They both rally against what they call the "republican establishment", and feel a populist, anti-establishment approach (like Trump used), with an ultra conservative bent is the way to go. Little to no government regulations - for anything ...except abortion, of course....but espeically business.
Bannon hates - and I do mean hates - liberals. He truly despises liberals.
Mercer's father backed Cruz, which means she did too - at first. But she and Bannon already had a relationship, so backing Trump wasn't exactly a surprise. Trump won't run the government, but he does make a handy distraction. Mercer also installed Conway.
They give to the Cato Institute, the Heritage Foundation...cultural conservative, hardcore, with a strong economic libertarian streak that benefits those on top.
She also kept Breitbart.com in the money.
She's a homeschooler in the right wing sense.
They give money to advocate against climate change and they celebrate Ayn Rand, so don't for a minute think Ryan is out of the loop. He isn't. Trump can say what he wants about Ryan, but Ryan is talking to Mercer and Bannon about things to come.
They would call people like the Bushes establishment republicans, probably even see Cheney that way to a degree - though you can bet they believe in the unitary executive same as Cheney.
Mercer, Bannon, etc are fighting a cultural war because they know that's actually how you shape a real shift in politics. They also know you have to shape how children are educated - hence- Betsy bug Devos
Just look at the appeals made by Bannon and Trump during the campaign....
