help -- i have a question about the friday senate vote on the spending bill

pertaining to procedural issue
here's my understanding on this
the vote on this bill needed to happen last night
or ... what? the government shuts down?

specifically, i'm wondering about the coal miners issue
the dems wanted longer term funding for them

but it already passed the house and the house went home for the holidays

if the dems had gone through with the government shutdown that apparently they had been "mulling" over (according to upi -- see link) then would the house have to return to come up with something better or what would have happened?
