by putting people with contempt for their own department in charge, it gives donnie cover to be very selective in terms of enforcing regulations.
he can bully people and companies into giving him what he wants, whether that's support for a bill or and endorsement or whatever. a building permit, maybe, lol. he can effectively threaten a utility with extra regulation if they don't play ball, the epa or the energy department can decline to enforce certain things against certain companies, or settle suits favorably, based on whether or not that company serves donnie's interests.
they can choose to say "hey, it's a regulation on the books, we have to enforce it", or "hey, we think businesses are over-regulated and the government should let business do its thing", but selectively exert political power.
this is the game donnie and the republicans know. it's happened before, but i'd bet it'll happen much, much more in the coming months and years.
