Re Trump: Would this count as insider-trading?

Scenario:
1. President Trump bashes a company on Twitter.
2. Stock of the company goes down.
3. Somebody affiliated with Trump buys.
4. Stock reverts to normal.
5. This somebody affiliated with Trump sells.
6. Profit.

Is that insider-trading?

If someone shorts the stock before Trump bashes them, that could be illegal. It's the knowing ahead of time that is the illegal part. Investing in a company before Trump praises a company could also be illegal.

But buying a distressed stock and profiting off a recovery is something that anyone can do with public knowledge.

It could be illegal, if Trump is doing it so someone can profit.

But it's not insider trading.
