Guam Gov. Calvo vetoes pair of bills for home cultivation and to repeal senatorial raises
Guam - On Friday, Governor Eddie Calvo vetoed the bill that would allow for home cultivation of medical cannabis as well as bill 201, a bill to repeal senatorial raises. But it looks like the bill strengthening the rules and regulations for Guam's medical cannabis program will lapse into law.
Lawmakers unanimously passed bill 343 during the November session while bill 344 was passed by a close vote of 8-7. According to the author of the bills, senator Tina Muna Barnes, Gov. Calvo has decided to let bill 343 lapse into law while 344 will head back to the legislature. Senator Barnes says she will attempt an override of the vetoed bill. But an override will need ten votes, which means the senator will have to lobby for an additional two votes to get the measure passed. Senator Barnes says she is disappointed with the Governor's action. She tells PNC that home cultivation was a demand from the patients to have safe, affordable and immediate access to alleviate symptoms. In his veto message, Gov. Calvo wrote, "It's enforcement requires meticulous regulation, which in turn creates a very expensive unfunded mandate."
