Trump picked him to keep the Teabaggers in Congress happy.
It supposedly shows that they are serious about controlling
the deficit (read: gutting social programs).

Or is it just anti-commie. Maybe the Russians are OK now that Ronald Reagan tore down that wall with his bare hands.
