South Carolina Porn Ban

State Proposes Requiring Porn Filter, Charing Fee To Remove It

A new bill in South Carolina would require all computers, tablets and smartphones sold in the state to come with a porn filter installed and demand device owners to pay a $20 fee to remove the content blocker.

The bill comes from Republican state Representatives Bill Chumley and Mike Burns who would like to require manufacturers or sellers to ensure all devices have a digital content filter installed or face a fine.

Both device makers and sellers who don’t want to bother with installing a filter would be able to waive the requirement for a $20 fee for each device. Likewise, the purchasers of these devices equipped with a filter could pay $20 to have the content block lifted—but only after proving they are at least 18 years old.

Presented by the legislators with the somewhat dubious title the “Human Trafficking Prevention Act,” the bill would direct the money collected from the fines to state Attorney General’s office to be used to fund its human trafficking task force.

The bill would benefit law enforcement, nonprofit organizations and state advocates who are working to find ways to stop human trafficking. The bill would also ban access to any site that may facilitate trafficking or prostitution.

Does absolutely nothing but raise revenue for no reason and limits freedom of speech.

Which sites are blocked? Who decides which sites? How do you enforce the law from people getting around it? How often do they need to update the list? Why have the bill? Penalties for disabling? How to track who disabled?

There's no way to enforce this, it just gives $20 to the state for every device made for no reason.

Porn isn't illegal and the state shouldn't tell people what they can and cannot do on the Internet if it's legal. We're not China.

It's a pity what's happened to the south. I always thought when I was old I'd gravitate down there and enjoy the better weather, but forget about it. I'm staying put and it's minus 4 on the thermometer this morning.

Which states rack up the most porn viewership per capita? This question was answered almost incidentally by PornHub.com in a recent post exploring whether Red/Republican or Blue/Democratic states were more likely to click on stuff that's NSFW. But it turns out Colorado toward the very top of the overall per capita numbers -- well into the top ten.

We've got the totals for all fifty states, complete with PornHub.com data and red/blue designation, illustrated by vintage posters that actually should be safe for work...depending upon her likely your boss is to give his or her mouse a workout. Count them down below.

Number 50:
Arkansas: 77 pageviews per capita
Red

Number 49:
Idaho: 80 pageviews per capita
Red

Number 48:
West Virginia: 88 pageviews per capita
Red

Number 47:
South Dakota: 88 pageviews per capita
Red

Number 46:
Wyoming: 89 pageviews per capita
Red

Number 45:
South Carolina: 90 pageviews per capita
Red

Number 44:
Montana: 90 pageviews per capita
Red

Number 43:
Maine: 92 pageviews per capita
Blue

Number 42:
New Mexico: 93 pageviews per capita
Blue

Number 41:
Utah: 94 pageviews per capital

It's coming any day now said the captain
It's coming any day now cried the priest
The people in high places may defend you
But son you better hope they keep the peace

Can't you hear them calling
Can't you see them shine
The city halls are falling
The defenders drink their wine
And when the party's over
Their stomachs start to sag
Defenders, defenders of the flag

The congregation's waiting at the altar
They can't find the preacher anywhere
They found him with the new girl from the choir
Where they store the boxes of the book of prayer
Defender Of The Flag by Bruce Hornsby

If these guys are the good ones
I don't want to know the bad
You wonder how it happened
They just picked it up from dad
Faded old glory hanging like a rag
Defenders, defenders of the flag

The flag is flying high over the courthouse
The wheels of justice never stood a chance
The judge is down at Charlie's on his lunch hour
Checking out the picture show from France

Carrying a fifth of whiskey
In a dirty paper bag
Threw the ball to home
But they always missed the tag
Faded old glory hanging like a rag
Defenders, defenders of the flag

Exploiting the less tech savvy people isn't something I ever thought law makers here would get in on. Maybe next they can set up a state run task force to get citizens to help Nigerian finance ministers get millions of dollars out of frozen accounts.
