Putin: "We need to strengthen the military potential of strategic nuclear forces, epecially with misslie complexes that can reliably penetrate any existing and potential missile defense systems." In other words, Russia needs to ensure that it's arsenal of nuclear weapons can avoid interception by the enemy.

3. Putin has been worried for awhile

The US and NATO have been working to install a missile defense system in Eastern and Southern Europe, supposedly to intercept potential launches from Iran, but with the advent of the Iran Nuclear deal, they are still proceeding with it. Putin believes (with some validity) that the system is designed to circumvent their nuclear deterrent and has said so, publicly, a few times. Obama submitted a request for up to 1 trillion dollars to upgrade the US's arsenal, so things are ratcheting up anyway. Trump is just a hamfisted idiot who thinks he has the smarts to play with the big boys but clearly does not.
