Ryan Proposes Fines, Ethics Moves on Grandstanding House MembersUnder the proposed new rules package, which was seen by Bloomberg, members could face a $500 fine through deductions to their paychecks for a first offense of using electronic photography or audio or visual recording, as well as for broadcasting from the chambers floor. A $2,500 fine would be leveled for the next such offense and each subsequent violation.
The new rules also clarify which conduct is to be deemed disorderly or disruptive during floor proceedings, including blocking access by other members to microphones or what is known as the well -- the front of the chamber.
Some Republicans were upset that Ryan and other leaders didnt look for ways to punish Democrats, including civil rights icon, Representative John Lewis of Georgia, and Representative John Larson of Connecticut, involved in commandeering the well of the House chamber in June.
The House Sergeant-at-Arms would establish procedures for enforcing the new rules and bans, and the Chief Administrative Officer would be authorized to deduct any fines from members salaries for violations.

That kind of behavior will most likely be sanctioned in the House & Senate, since they get to decide who is "grandstanding."

I don't want Repugs deciding what does and does not constant "grandstanding". Rules enforced by the majority party will never be applied equally to both parties.
