. . .how much of that is sunk cost? For instance, the pilots for AF1 get paid anyway. The fighter escort pilots get paid anyway. The secret service detail is on the job whether the POTUS is in DC or another location. The IT staff that assures secured communications is getting paid no matter where they're at.

So, the trip cost $4 million, but how much EXTRA did it really cost? I'm guessing a tiny fraction of that amount.

I was on a team once to get a new software product. The software itself was just a few thousand dollars. But they created this BS project out of it and factored in the salaries of everyone at the meetings to talk about the software, and the salaries of the people testing the software, and so on and so forth and eventually told us our $5000 product would cost $185,000.

To this day, I hold a grudge against project managers!!! (A big off your topic, but overall the same thing).
