For reasons that should be obvious to everyone except opportunistic political weasels with no regard for the safety of serving personnel and the success of the operations on which they engage.

...it appears his sleazy festering staff fistulas don't attend any of them, either.

He actually thought the CIA personnel were giving him a 'standing ovation...'

The only up side to this is that it may discourage even some of the more yobbistically-inclined personnel to participate in unconstitutional and/or illegal operations from some dewy-eyed emotional belief that their CinC gives a rat's ass about them.
