The setup is that this was after Caligula had marched at the head of several legions to attack Britannia, only to stand on the shore of Bretagne to wave his sword and shield at the sea and then claim he had defeated the god Neptune, marching the legions back to Rome--all at enormous expense to both the treasury and soldiers' lives.
