The decision was made ... to leave it to the incoming administration, partly in the hope that more and better intelligence could be collected, that official said.

It's the president's job to sort all of that out before he gives his approval. Did Trump make certain the intel was adequate? He's made much about the quality of Pres. Obama's intel. Do you think he did enough to ensure the success of this mission?
I don't, and it follows a pattern of disinterest and arrogance toward the people charged with providing that intel.
None of that rises or falls on a 'moonless night.'
