Trumpy is DARING anyone to stop him. Don't we know that this is his game? Trumpy has ALWAYS indulged in going to the limits of anything. Here, he is throwing "conflicts of interest" in the face of Congress and the public, and his subtext is that he's challenging anyone to stop him from being a Bad Boy.
