Bush could get away with being a dolt because Cheney/Rumsfeld had decades of WH experience in various past roles.
Lots of knowledge, lots of contacts, lots of history.
Twitler's Gang of Six reportedly could not even find the light switch in the office, and of course have zero WH or even Gov't experience, except for Pence.

Good news is that while Cheney could do all sorts of crap under the radar, the current gang in the WH are as subtle as monkeys swinging from the chandeliers.
