It is likely Trump and the GOP lied about massive deportation. It will be anyone who is not documented. And it is likely to cause turmoil and instability in Mexico as it tries to cope with huge numbers of deportees. Mass deportations will have a tendency in destabilizing the US as well as ICE goes into neighborhoods in force.

The other issue is the cost of arrest and detainment. Also there is the cost of transport. And this increased cost will be made up from cuts in domestic programs.
