I don't understand these reported voting numbers

Now look at the line for Pennsylvania. It reports the total vote as being 6,166,710, but the number of ballots cast is reported as 5,082,838. So there were more votes than ballots cast?? How is this possible? And the grand total of votes for all states is 137,100,229, but the total number of ballots cast is 116,422,546, even though most of the states report more ballots cast than total votes.

Can someone explain this to me?
