Gov. Brown one of those Dems. who never strays to far from the middle.

(16,176 posts)5. It was a 50-year license renewal. The time to do it was 2005.
No one would go looking for big projects to spend money on in the midst of a big (GOP-induced) budget deficit once the license was issued.

an historic drought for the past many yearsthat most of the state is still not fully recovered from.
Addressing a damn overflowing during a huge drought, was most likely put on the back burnerif it was brought to his attention at all.
