This is Rick...He carries the "football" The nuclear football (also known as the atomic football, the President's emergency satchel, the Presidential Emergency Satchel, the button, the black box, or just the football) is a briefcase, the contents of which are to be used by the President of the United States to authorize a nuclear attack while away from fixed command centers, such as the White House Situation Room. It functions as a mobile hub in the strategic defense system of the United States. It is held by an aide-de-camp.

The fiasco of a makeshift situation room on the terrace with all kinds of people without security clearance snapping pictures, Donald's unsecured phone, his gung-ho executive orders he doesn't read or understand, his failure to be briefed as to customs and current situations of foreign leaders, his treatment of the press and national security intel personnel, his failed raid and death of many including a navy seal, his firing of the acting AG because he didn't agree with her, his enormous waste of taxdollars spent securing three "White House" locations (D.C. Tower, Mar-A-Lago), his billionaire administration--save a couple of millionaires, his cronyism, his pay-for-play and blatant promotions of his businesses, the fact that he is kompromat, and on and on.
I can't even imagine Hillary Clinton being capable of any of these things. She is too educated, experienced, diplomatic, prepared, proper, compassionate, dignified, and savvy.
Goog Gawd! The deplorables couldn't even stand her voice and look what we got instead

I saw a TV expose on the 'football' a few years ago and they interviewed one of the many officers that were assigned to the 24/7 task of watching it. The Amy Major was identified (most all the officers are O-4, from any branch of the military); their anonymity is not critical. The Football is the prize, not the men caring it, and I also understand the Secret Service, who never actually touch it, keep as keen an eye it on as they do the President. Now, if Rick was alone, hauling the 'football' down to the cabana to have an umbrella drink, THAT would be a different matter.

Earlier in the week, Trump had been criticized for leaving intelligence documents vulnerable to people without security clearance. Sen. Martin Heinrich (D-N.M.) noticed that the president kept the key in a secured bag while hosting people in the Oval Office, which is a bit like leaving your house keys in your front door while you’re having a party in your backyard. There’s no indication that anyone saw anything confidential in this incident, but this, Heinrich suggested, was “Classified 101.”

Never leave a key in a classified lockbag in the presence of non-cleared people. #Classified101

On the other hand, how do we know Rick has the real 'football'? If it's a decoy, that could explain Rick's casual attitude. Having a decoy, anyone attempting to destroy it would show his hand and be neutralized immediately, without risk to the real football--which may not even look anything like Rick's very noticeable satchel.

U.S. military officials said it’s not illegal for the officer to take the photo, nor against protocol, though they acknowledged it is strange.

"There is an understanding that we, as military officials and those who serve our elected officials, typically seek to maintain a low profile,” said a senior U.S. defense official, who wasn’t authorized to speak on the matter. “It's never about us. It's about the mission and the people we serve."
...
A military aide constantly shadows the commander in chief, carrying the briefcase commonly referred to as the “nuclear football.” The case does not actually contain nuclear codes, rather nuclear attack options on foreign targets and other information critical in an emergency.
...
Because the case must be near the president at all times, several aides from all military branches are authorized to carry it. They are photographed nearly every day trailing the president, perhaps most famously in Red Square in Moscow in May 1988 alongside President Reagan in a momentous visit to the Soviet Union.

Conservative pundits criticized Vice President Joe Biden in August when he publicly identified a military aide with the nuclear football during a campaign rally for Democratic nominee Hillary Clinton.
