The Emoluments Clause would kick in if Trump was charging the Japanese government for Abe's stay at his resort. Trump is crass enough to do it, but hopefully the White House Protocol Office intercepted the bill and had the US Government pay it.

As well as rooms for Secret Service members.

We are also having to provide Secret Service for Eric and Don Jr when they make trips on behalf of the Trump Organization. Of course, they stay in Trump facilities. Eric's 2 day trip to Uraguay came with a $98K hotel bill for the SS.

I think the Japanese government paid for the members of Abe delegation to stay at a different location. Donald Trump treated Abe as a guest at Mar-a-Lago because it would have been illegal for the Japanese government to pay Trump for Abe's stay at Mar-a-Lago.
