look at the photo. From my amateur perspective, her fingers are inflamed around her nails, and not necessarily as the result of her chewing on them. What she did is a violation of Federal Regulation, not law.

The Gov't Ethics Office can find that sanctions are appropriate and even recommend a punishment, but the determination of actual punishment is up to the head of the agency, which in this case is the White House and the President.

Typical punishment for this in other agencies is a very short suspension. In this case she was counseled, and Trump may decide that is punishment enough. However this is seldom a firing offense for its first violation.
