Just occurred to me: Being aware of their imminent 2018 loss, the GOP may say Damn the Torpedoes!

and completely destroy Obamacare, regardless of whether they have a program to put in its place.
If they are going down for the 3rd count, they may feel they might as well do as much damage as
possible and ram through all their dastardly programs. Then they'll blame it all on the Democrats.

The R's must think that they can maintain control in 2018. I agree that they're going to go full bore on their policies, but it's probably more based on confidence that they won't lose control than on assuming that they will.
