The administration also placed a much lower priority on removing those who had established roots in U.S. communities and had no criminal records. This prioritization was achieved by a slowly evolving but deliberate policy, highlighted by the administration’s November 2014 executive actions on immigration.

I'm sure Bannon, Miller, Trump, et al. intend to get that number back up into 8-digit territory as soon as possible.

Now there is no distinction between "recently arrived unauthorized immigrants and criminals" and immigrants who have "established roots in U.S. communities and no criminal records." Just not having a green card or visa apparently puts you into the same class as a drug dealer, sex offender, etc. -- which is what has immigrant communities terrified in the new paranoid society that this junta is pushing.
