Also if you want to contact them through phone or email, you MUST be from their district.

they were only allowed to raise money in their districts.

4. I've advocated that for a long time. Representatives can only raise money

in their own district, Senators only in their own state, and President would be allowed to raise money in the whole country.

Maybe Representatives and Senators would be more attentive to what their constituents are saying if that's the only source of their campaign money.
