The only reason anyone of average intelligence would not support such a measure would be if they personally were inappropriately involved with Russia and the investigation would bring that to light.
Otherwise, requesting an independent investigation is the ideal way to buy some time during which they
no longer have to address the subject --
Supporting an independent investigation is not indicative of one's personal position as to guilt or innocence... nor is it an attempt to incriminate ...
Nor is it a request to press charges...
Regardless of the investigations outcome, those who vote for it are covered...
if no evidence is found... then it is settled
And Trumpians will have their irrefutable proof to point to
If evidence is found... then the congressmen who voted for it will not be considered complicit...
as opposed to a situation in which they vote against the independent investigation and down the road it is determined that 45 is guilty of collusion or worse...then they are effectively complicit by having prevented an investigation...

It seems pretty likely the entire Trump house of cards is underwritten by Russian banksters since American banks don't want to deal with the King of Bankruptcies.
