There is a "CC" button there. It's pretty cool.

which blends into the image and is virtually unreadable.

Much of it is actually just the narrator repeating what is already being put on the screen as the overlay text graphics so even just viewing it without sound means you won't miss that much. It is done like a "promo" for a television show with who the main character is, what they are saying, and what the plans are being "TBD" (to be determined).

since I can't spare the time (and I lack the patience) to waste on videos when I can be almost certain I won't be able to follow them at all.

I merely wanted to know what "TBD" meant!

I finally found an article on Crooks and Liars that explained what was in the video, and that "TBD" meant "to be determined." The OP (or any of the responders who kept telling me to watch the video, which I would not be able to hear) could just as easily have told me what "TBD" meant instead of my having to hunt for an article that explained its meaning--not to mention the time spent responding to hearing people who just cannot comprehend what a pain in the neck it is to be excluded from a shared joke just because of one's handicap.

All I asked was that someone cut me a break and explain the initialism to me.

I know in my (former) work life, we used the abbreviation "TBD" all the time when scheduling a meeting but were not yet sure of the details like the room # or full agenda/speakers, etc.

In this instance it was a comical "bait (a Republican who would "stand up" to what is happening) and switch (but we don't know who that person is and what they will say, but we are promoting him anyway)" routine.
